Found it!

I found the records that I've been looking for!

BT 100/128 - BT 100/134 at the National Archives in the United Kingdom.

...Now I just need to figure out how to access the information. I don't think I can afford to hire an archivist to list out the lookouts from every voyage that the Oceanic made between 1908-1911, but also I can't afford to fly over there to look it up myself. Hmmm, this surely is a challenge. Well, I suppose it can't hurt to get an estimate on the cost of hiring an archivist. I'll go from there.
